PICKAWAY – Sheriff Radcliff announces that one of the two remaining people in Pickaway County’s Ice Up Operation has been caught leaving only one more at large.
Tommy Ray Davis was caught today by the Sheriffs department and charged with engaging in a pattern of corrupt activity, Aggravated trafficking – possess bulk of schedule I or II drug, Possession of Drugs I,II, Trafficking in Drugs I,II, and Possession of Drugs I,II. He is being housed at Pickaway County Jail awaiting arraignment.
According to Pickaway County Sheriff Robert B. Radcliff, the US 23 Major Crimes Task Force, the Ross County Sheriff’s Office, the Fayette County Sheriff’s Office, BCI, Ohio Organized Crime Investigations Commission, Franklin County Sheriff’s Office Special Investigation Unit, and his Office have conducted a long-term investigation into two separate Drug Trafficking Organizations in Pickaway County.
The investigation focused on narcotics being trafficked and stolen firearms being sold.
This in-depth investigation led to Grand Jury Indictments of 20 people. Of the 20 people indicted, there were 11 people linked to one Drug Trafficking Organization, 3 people linked another Drug Trafficking Organization, and 6 other people that received Grand Jury Indictments. In the 11-person Drug Trafficking Organization, the Grand Jury handed down a 60-count indictment of various charges, including: Engaging In a Pattern of Corrupt Activity (Felony of the 1st degree), Trafficking in Drugs Schedule II (Felony of the 1st degree), Possession of Drugs Schedule II (Felony of the 1st degree) and Theft (Felony of the 5th degree).
In the 3-person Drug Trafficking Organization, the Pickaway County Grand Jury handed down a 14-count indictment of various charges, including: Engaging in a Pattern of Corrupt Activity (Felony of the 1st degree), Trafficking in Drugs Schedule II (Felony of the 1st degree) and Possession of Drugs (Felony of the 1st degree).
The 6 other people who were involved in this case received Grand Jury Indictments including: Trafficking in Drugs Schedule II (Felony of the 1st degree), Possession of Drugs Schedule II (Felony of the 1st degree), and Receiving Stolen Property, a Firearm (Felony of the 4th degree).

Nancy E. Crabtree – 54 years old, Stoutsville, Ohio
Stacey A. Bush – 50 years old, Amanda, Ohio
Trevor P.H. Bush – 21 years old, Lancaster, Ohio
Raheem C. Willoughby – 27 years old, Columbus, Ohio
Isaac A. Fair – 22 years old, Ashville, Ohio
Samuel P. Schlimpf – 42 years old, Circleville, Ohio
Tommy R. Davis – 35 years old, Amanda, Ohio
Virgil L. Greeno – 54 years old, Stoutsville, Ohio
Kevin C. Pennington – 38 years old, Tarlton, Ohio
Amy J. Rowland – 43 years old, Tarlton, Ohio
The following people were included in the 3-person Drug Trafficking Organization:
John L. Kolle – 47 years old, Columbus, Ohio
James P. Shea – 51 years old, Chillicothe, Ohio
Brittany A. Smith – 30 years old, Chillicothe, Ohio
The following people are the people who received Grand Jury Indictments that were not in the Drug Trafficking Organizations:
Buddy L. Stepp – 38 years old, Circleville, Ohio
Christopher M. Rogers – 33 years old, Newark, Ohio
Hilary R. Tackett – 34 years old, Circleville, Ohio
Kyle M. Boyer – 31 years old, Kingston, Ohio
Brian Lawson – 32 years old, Wellston, Ohio
Jeffrey J. Fowler – 33 years old, Circleville, Ohio
In this 8-month long investigation, there were over 58 ounces of methamphetamine seized and 4 stolen firearms seized.
