Chillicothe — The Ross County Grand Jury returned all 23 of their cases (a large docket) on Friday, August 30th, 2024, with only one case open for release to the public.

From testimony in the the grand jury in one of the cases, according to the Ross County Prosecutor’s Office:

On July 13th, a statutory rape was alleged to law enforcement. The victim’s uncle said that his teenage niece was in a relationship with a man.

The niece admitted to “a sort-of dating relationship” with 20-year-old Chaise L. Francis of West Union in Adams County.

Francis admitted to receiving oral sex from her. With his admission, the case was simple, for his intimacy with a 13- to 16-year-old.

For indictments on fourth-degree felony unlawful sexual contact with a minor, Francis could get up to 18 months and $5,000 in fines.
