Dayton Man, Lucasville Woman Arrested in Scioto County Drug Bust

Scioto County authorities arrested a Dayton man and a Lucasville woman on drug trafficking charges after a raid uncovered large quantities of illegal drugs, firearms, and cash.

According to Scioto County Sheriff David Thoroughman and Portsmouth Police Chief Debby Brewer, the arrests followed an investigation led by the Southern Ohio Drug Task Force. On the morning of February 13, 2025, law enforcement officers executed a narcotics-related search warrant at the residence of Carla A. Blair, located at 851 A Duck Run Road in Lucasville. The operation was carried out with assistance from the Southern Ohio Organized and Major Crimes Task Force and the Portsmouth Police SWAT team.

During the search, officers seized approximately 328.73 grams of suspected crystal methamphetamine, 125.26 grams of suspected fentanyl, and 11.19 grams of suspected crack cocaine, along with four loaded firearms, digital scales, sandwich baggies, and $2,980 in cash. Authorities estimate the street value of the seized drugs at $29,440.

Blair, 49, was arrested and charged with trafficking and possession of drugs, both first-degree felonies, as well as having weapons under disability, a third-degree felony.

Davion Cortez Black, 29, of Dayton, was also arrested and faces identical charges of first-degree felony drug trafficking and possession and third-degree felony weapons possession.

Both suspects were booked into the Scioto County Jail and were scheduled to appear in Portsmouth Municipal Court on Friday, February 14, 2025, at 9:00 a.m.

In addition to Blair and Black, authorities arrested Jonathon Seth Spencer, 26, of Lucasville, on an outstanding warrant issued by Portsmouth Municipal Court.

The case remains under investigation and will be forwarded to the Scioto County Prosecutor’s Office for potential additional felony charges.
