
Chillicothe, OH – A routine traffic stop early Tuesday morning led to the arrest of three individuals after officers discovered drug paraphernalia, narcotics, and weapons inside the vehicle.
According to the Chillicothe Police Department, Officer Jonathan Davis conducted a traffic stop around 2:30 a.m. on Washington Avenue after observing a silver sedan leave a residence known for drug activity. The vehicle, driven by Zachariah Hoylman, pulled over without using a turn signal, prompting the officer to initiate the stop.
While speaking with Hoylman, Officer Davis noticed a black pistol in the driver’s possession. Additional officers arrived to assist, and all passengers were ordered out of the vehicle. A search of the car revealed drug paraphernalia and narcotics, leading to multiple arrests.
One passenger, Kaysandra Sheetz, admitted to having drug paraphernalia in her possession. Officers found a blue pill bottle containing a white powdery substance, a plastic bag with additional powder, and a crystal-like rock. A search of her belongings uncovered used syringes, a loaded syringe with a brown liquid, multiple burnt aluminum foil pieces, and a glass pipe. Sheetz was arrested and transported to Ross County Jail, where she was booked for possession of drug instruments and drug paraphernalia.
Another passenger, Raul Ortiz, was also arrested after officers found two hypodermic needles in a bag between his legs. Upon searching Ortiz, police discovered a plastic baggie containing a substance he identified as methamphetamine. Ortiz admitted to using the syringes to inject the drug. He was transported to the county jail, where he later revealed he had concealed a glass pipe in his groin area.
A third suspect, Steve McClarren, was detained after officers found burnt foil on the vehicle floor near his seat. A subsequent search uncovered a blue straw with residue, a glass pipe, and a vial containing white powder. McClarren was cited for possession of drug paraphernalia and released at the scene with a court summons for March 7, 2025.
All narcotics recovered were sent to the Bureau of Criminal Investigation for testing, while the hypodermic needles were properly disposed of. Sheetz and Ortiz remain in custody at Ross County Jail, awaiting court proceedings.
Authorities continue their investigation into the incident.
