Chillicothe Man Arrested for Violating Protection Order, Resisting Officers

CHILLICOTHE, OH (April 6, 2025) — A Chillicothe man was arrested early Saturday morning after allegedly violating a protection order and resisting arrest at an East Second Street apartment.

Chillicothe police officers responded to a call around 2:00 a.m. on April 5 at 187 E. Second Street, Apartment #3, where a complaint had been made regarding a possible protection order violation. Upon arrival, officers found David Payne, who had previously been served with a no-contact order prohibiting him from contacting or being near Ramona Miller, the protected party.

According to the police report, Payne was sitting on the stairs outside the apartment and initially refused to identify himself. After being positively identified by Miller, officers attempted to detain him. Payne continued to resist commands and refused to comply, prompting officers to forcibly place him under arrest.

“Payne resisted by holding his arms against his body and leaning against the wall to prevent us from handcuffing him,” said Officer Christian Seymour in his report. Officer Stephen Sprague assisted in the arrest and helped secure Payne in handcuffs after repeated warnings.

Officers confirmed through dispatch that the protection order had been served to Payne just one day prior, on April 4.

Payne was transported to the Ross County Jail without injury and booked on charges of violation of a protection order, obstruction of official business, and resisting arrest. He was advised of his upcoming court appearance.

The case is now closed, pending court proceedings.
