Chillicothe – A Taxi Ride Leads to Multiple Arrests

Chillicothe, OH – On August 31, 2024, Chillicothe police responded to a report of theft of services at 370 McKeller Street, resulting in the arrest of several individuals.

The incident began when the owner of VIP Taxi, reported that a passenger named “Timmy” had taken a taxi ride from Circleville to 370 McKeller Street but failed to pay the $50 fare. The Driver, who had waited outside for 15 minutes, called the police after Timmy did not return.

Upon arrival, officers made contact with, the resident of the address. While inside, officers saw a man running from the rear of the house. After a brief foot chase, the suspect, identified as Elvie Royster, was apprehended. Royster was found to have active warrants and was arrested for obstructing official business.

During the search for Timmy, officers encountered Frankie Tate, who also had an active Chillicothe Police Department warrant. Tate was taken into custody without incident.

Further investigation inside the house led officers to a man who initially identified himself as “Chris” but later admitted to being Timothy Dunbar. Dunbar, who was trying to come up with the taxi fare, was found to have an outstanding warrant. He was arrested for theft of services by deception.

Dunbar was transported to the Ross County Jail and booked for both the theft of services and his active warrant for a prior tampering with a coin machine charge. Royster and Tate were also booked at the jail on their respective charges. All three are expected to appear in Chillicothe Municipal Court on the next available date.
