Chillicothe Police Arrest Two After Traffic Stop at McDonald’s Leads to Weapons and Drug Discoveries

Chillicothe, OH – On the afternoon of March 18, 2025, Chillicothe Police made multiple arrests following a traffic stop at McDonald’s, located at 1124 E Main St. The incident involved two individuals, Terry Stokley and Krysta Lowry, whose vehicle was searched after officers discovered a firearm and several items associated with drug use.

While on routine patrol, Officer Ryan McCoy observed Stokley, who was known to have active warrants for his arrest, sitting in a white SUV with Lowry. Upon approaching the vehicle, McCoy instructed Stokley to exit, at which point he informed the officer that he was carrying a firearm. The weapon, a blue and silver SCCY 9mm handgun, was found tucked into his waistband. Stokley was placed under arrest and read his Miranda rights. The firearm, which had not been reported stolen, was seized by officers.

Lowry, who was in the passenger seat, was asked whether she had a valid driver’s license to take control of the vehicle. She confirmed she did not, leading to the vehicle being towed. During an inventory search, police found a plastic bag containing a white substance on the driver’s floorboard, as well as drug paraphernalia, including cut straws and foil with burnt residue.

In a further search of the vehicle, officers discovered a large jar containing what appeared to be flour, as well as a makeshift bed in the rear seat area. Lowry admitted that the substance in the jar was flour, which she and Stokley had been using to package and sell as cocaine. She also revealed that both she and Stokley had recently relapsed on cocaine.

When questioned about the findings, Stokley confirmed that the substance was likely cocaine from his recent relapse. Both individuals were questioned about their struggles with addiction. Lowry also acknowledged that she had a straw used for cocaine consumption in her purse.

Lowry was issued a summons for possession of drug paraphernalia and released at the scene. Meanwhile, Stokley was transported to the Ross County Jail on his active warrants, in addition to new charges. He was booked on charges of having a weapon under disability due to the drug-related findings in the vehicle, and drug paraphernalia related to the items discovered.

The white powder, suspected to be narcotics, was sent for testing at the Bureau of Criminal Investigation (BCI), and additional charges may be filed depending on the results. All evidence, including the firearm and drug paraphernalia, was photographed and placed in the Chillicothe Police Department’s evidence room.

The incident highlights ongoing concerns about drug addiction and the challenges law enforcement faces in addressing related criminal activity in the community. The investigation remains ongoing.
