November 20, 2024 – Chillicothe, OH — A routine traffic stop led to the discovery of a large quantity of suspected narcotics after officers pulled over a red Chevy truck in Chillicothe on Wednesday morning. The traffic stop, initiated by Officer Chance Blankenship, has since resulted in multiple charges and an ongoing investigation.

The incident began around 6:50 AM on November 20th when Officer Blankenship observed the truck leaving the Speedway gas station on North Bridge Street. Recognizing the driver as 36-year-old Chadwick Coil, Blankenship was aware that Coil’s driver’s license was suspended. As Coil drove through the intersection of E. Main Street and N. Bridge Street, Blankenship followed the vehicle, noticing that the truck’s license plate was not illuminated—a potential violation.

Blankenship continued to follow the truck as it made a left turn onto North Brownell Street, where the vehicle came to a stop near 76 N. Brownell Street. Upon approaching the truck, Blankenship identified four other occupants inside, including Coil’s passenger, Angela Coil, and three others: Kaylen Banks, Kaylon Calhoun, and Preston Colter.

While waiting for dispatch to confirm the identities and licenses of the vehicle’s occupants, Blankenship noticed Banks, seated behind the passenger, behaving suspiciously by digging around near the floorboard. Based on previous interactions with Banks, who had threatened the officer in the past, Blankenship became concerned that Banks may be armed. Backup officers arrived on the scene shortly thereafter.

Dispatch confirmed that both Chadwick and Angela Coil had suspended licenses, and that Chadwick had an active warrant for his arrest through the Ross County Sheriff’s Office. Blankenship instructed Chadwick to exit the vehicle and placed him under arrest. During a search of Chadwick, no additional evidence was found, but when asked if anything illegal was in the vehicle, Chadwick denied it.

With no valid driver present, the truck was impounded. Angela Coil was asked to exit the vehicle and consented to a search, which turned up no evidence on her person. She stated that she did not know the other passengers very well and that they had asked for a ride. Officers then began an inventory of the vehicle.

During the inventory, a torn grey baggie with white residue was found under the driver’s seat, prompting further investigation. Officers discovered two burnt glass pipes, which were confiscated and will be destroyed. As the search continued, Banks’ behavior became increasingly erratic, and officers noted his nervousness, which they believed indicated he was concerned about what the search might reveal.

As the officers searched further, they were informed by Angela that one of the rear passengers had mentioned hiding items under the seat. However, a second search under the rear seat did not yield anything. It was then that officers noticed a suspicious baggie beneath Blankenship’s patrol cruiser. After retrieving it, they found it contained a blue, rocky substance believed to be narcotics, as well as a large yellow Dollar General bag with more narcotics inside. The contents of the bag were suspected to be methamphetamine and fentanyl.

The discovery came just after Kaylen Banks had been seen acting suspiciously near the patrol car. Blankenship reviewed his patrol car’s front camera footage, which showed Banks exiting the truck and walking toward the front passenger side fender of the cruiser. The footage appeared to show Banks placing a bulging item in his pocket, and later, throwing it underneath the patrol car.

With over 490 grams of suspected drugs now seized, including a mix of methamphetamine and fentanyl, the case has sparked a major investigation. The drugs were secured and sent for further analysis, with lab results pending.

Chadwick Coil was arrested for his active warrant and issued a citation for driving under suspension (DUS). He was taken to the Ross County Jail, where he was booked and will face additional charges pending the results of the drug tests. The remaining occupants, including Kaylen Banks, Kaylon Calhoun, and Preston Colter, were released from the scene after they indicated they needed to catch a bus to Detroit, Michigan.

Additional charges could be filed once lab results confirm the substances found in the vehicle, and the investigation continues.
