Circleville Police Use Taser in Eviction Incident

Circleville, OH — On August 19, 2024, a police officer deployed a taser to subdue a man resisting eviction at 125 1/2 E. High St. The situation unfolded when authorities were called to address a probation-related eviction complaint.

Upon arrival, officers were informed by Chief of Probation Jason McGowan that eviction notices had been served. Inside the residence, officers encountered Shyvonne Hill and William Cornwell, who was reportedly shouting and refusing to leave.

Despite being instructed to vacate the property, and given multiple chances to leave police told Cornwell he was under arrest. Instead of being arrested, Cornwell attempted to flee through the back of the house. As he ran into the backyard, Cornwell threatened the officers, saying, “you touch me I’ll shoot you.” To manage the escalating situation, one of the officers deployed a taser while Cornwell ran through the backyard.

The taser was effective, causing Cornwell to fall to the ground. He was then handcuffed by the responding officers. Emergency Medical Services (EMS) arrived to remove the taser prongs and check Cornwell’s condition. He was subsequently transported to Berger Hospital for medical clearance before being taken to Pickaway County Jail.

A review of the body camera footage and use of force report confirmed that the officer’s actions were in accordance with departmental policies. Cornwell faces charges of trespassing, obstructing official business, and resisting arrest.
