Cocoa Beach, FL — The Cocoa Beach Police Department has made two arrests in connection to an underage house party that took place on January 19, 2025. Officers responded to a residence where they found over 100 juveniles in attendance, many of whom were consuming alcohol that had been provided in coolers at the location. The homeowner, identified as Elizabeth Hill-Brodigan, the principal of Roosevelt Elementary School, was present during the party.
Upon arrival, police observed a juvenile on the front lawn suffering from an alcohol-related medical emergency. The juvenile’s condition was so severe that Brevard County Fire Rescue (BCFR) had to respond to provide treatment. During this time, Hill-Brodigan was seen in the driveway turning off the exterior lights of the house before retreating inside, prompting BCFR to use their vehicle’s auxiliary lighting to assist in the emergency response.
A traffic stop near the residence also led to the arrest of a juvenile driver who was charged with DUI.
Further investigation revealed that Karly Anderson, an adult female, had attended the party. Anderson identified herself as a teacher and was later confirmed to be an educator at Roosevelt Elementary School. She was found to be intoxicated at the scene.
Following interviews with several juveniles and parents, Cocoa Beach Police obtained arrest warrants for both Hill-Brodigan and Anderson. Hill-Brodigan was arrested and charged with Child Neglect, Contributing to the Delinquency of a Minor, and Holding an Open House Party. Anderson was charged with Child Neglect and Contributing to the Delinquency of a Minor.
The arrests have raised concerns over the involvement of school officials in the incident, as both Hill-Brodigan and Anderson are connected to Roosevelt Elementary School, and the case continues to develop.
