Historic Economic Projects, Include 450 Million in Tax Incentives for Pickaway County Anduril Manufacturing Facility

Columbus, Ohio (January 27, 2025) — Governor Mike DeWine and Ohio Department of Development Director Lydia Mihalik announced today the approval of a significant state tax incentive package that will support the largest job creation and payroll project in Ohio’s history.

At its monthly meeting, the Ohio Tax Credit Authority approved a 2.594 percent, 30-year Job Creation Tax Credit to support Anduril Industries, a California-based defense technology company. This tax incentive, valued at an estimated $452.3 million, will help fund the construction of Anduril’s advanced manufacturing facility in Pickaway County.

“These investments are propelling Ohio into a future defined by innovation, cutting-edge technology, and unmatched opportunity,” said Governor DeWine. “Anduril is not only revolutionizing America’s defense industry, but it’s also joining the wave of coastal companies expanding to Ohio, bringing thousands of jobs and millions of dollars in investment to the Heart of it All.”

Anduril’s new facility, Arsenal-1, will span five million square feet and is expected to create up to 4,000 production and service jobs by 2035. Additionally, the project will generate 4,500 indirect jobs, contributing to the local economy with an estimated $2 billion in economic output. The facility is also expected to bring in $1 billion in labor income and $800 million in tax revenue for the state.

The decision to build in Ohio was driven by the state’s favorable business environment, exceptional infrastructure, and a large, skilled workforce in manufacturing. Anduril also cited Ohio’s strong history of military and federal partnerships as a key factor in choosing the state.

“This investment in Ohio marks a transformative moment for our state, showcasing the power of collaboration between local, state, and private partners,” said Lydia Mihalik, Director of the Ohio Department of Development. “This project reflects our commitment to driving economic growth and creating opportunities that will shape Ohio’s future for generations to come.”

In addition to the Anduril project, Pickaway County is seeking $70 million from the All Ohio Future Fund, which Governor DeWine established to support communities with site readiness and infrastructure development to attract large-scale economic projects. The request will be presented at an upcoming Controlling Board meeting.

The Ohio Tax Credit Authority also approved a second major project for Pickaway County. BJ’s Wholesale Club, a membership-based warehouse retailer, will create 250 full-time equivalent positions with its new logistics and distribution facility in Commercial Point. The company expects to generate more than $13 million in new annual payroll. The Tax Credit Authority approved a 1.605 percent, nine-year Job Creation Tax Credit for BJ’s, with an estimated value of $1.94 million.

Governor DeWine’s office emphasized that the value of these credits is based on actual job creation and the new payroll generated, which will be verified by the state.

These announcements highlight Ohio’s growing appeal to businesses and underscore the state’s commitment to economic development and job creation in the coming years.
