Man Arrested for Disorderly Conduct at Ross County Public Library

On August 7, 2024, officers from the Chillicothe Police Department responded to a report of a suspicious person at the Ross County Public Library located at 140 S. Paint Street. Upon arrival, officers encountered Stephen V. McComis, who appeared to be under the influence of narcotics.

According to the responding officer, McComis was slouched in his seat with slow movements, slurred speech, and pinpoint pupils. McComis also seemed to be nodding off, which caused him to spill food on the floor. When questioned, McComis denied being under the influence but refused to provide details about his recent drug use. As additional officers arrived on the scene, McComis became increasingly agitated and belligerent.

Due to McComis’ behavior and lack of anyone to care for him, officers decided to place him under arrest for disorderly conduct by intoxication. As officers attempted to handcuff McComis, he began to resist, leading to a physical struggle. McComis was eventually subdued and transported to the Ross County Jail.

At the jail, McComis continued to be uncooperative, allegedly trying to spit on officers and making threats. A search revealed a glass pipe with burnt ends and white residue, leading to an additional charge of drug paraphernalia possession.

McComis was booked on charges of disorderly conduct by intoxication, resisting arrest, obstructing official business, and drug paraphernalia. He is scheduled to appear in Chillicothe Municipal Court on August 8, 2024, at 9:00 AM.
