Ohio Warns SNAP Recipients About Increasing Skimming Fraud

COLUMBUS, OHIO — The Ohio Department of Job and Family Services (ODJFS) is once again urging Ohioans receiving Supplemental Nutrition Assistance Program (SNAP) benefits to take action to protect their benefits from criminals using skimming devices. ODJFS Director Matt Damschroder is warning that fraudsters are increasingly targeting vulnerable residents who depend on food assistance to meet their monthly grocery needs.

“Criminals are preying on Ohioans who rely on SNAP, and it’s critical for recipients to stay vigilant and safeguard their benefits,” said Damschroder. “By being aware of skimming devices and using available tools, such as the ConnectEBT app, Ohioans can reduce their risk of becoming victims of fraud.”

Skimming is a method where fraudsters place illegal devices on point-of-sale card readers to steal payment card information. When an EBT card is swiped over a compromised device, the card number and PIN are captured by criminals without the recipient’s knowledge.

To combat this growing threat, ODJFS is recommending several proactive steps for SNAP recipients to protect their benefits:

Download the ConnectEBT app: This mobile app allows users to lock and manage their benefits securely, with a “Lock Everywhere” feature that requires users to unlock their EBT card before making any purchases.
Use a unique and hard-to-guess PIN: Avoid using easily identifiable numbers, and consider changing the PIN monthly, especially before each scheduled deposit.
Examine point-of-sale card readers: Always check for signs of tampering or unusual devices before using a card reader. If anything seems off, avoid using the machine.
Cover the keypad when entering your PIN: Shield the keypad with your hand or body to prevent others from viewing your PIN.
Never share your EBT card number or PIN: ODJFS will never ask for this information.
In addition to these tips, ODJFS works with local law enforcement and the Ohio Investigative Unit to detect and address suspicious activity related to skimming devices. The department monitors card reader locations and investigates transactions where fraudulent activity is suspected.

SNAP recipients are also encouraged to report any unusual activity or suspected skimming devices to store staff immediately. Taking these precautions can help prevent fraud and protect benefits.
