Chillicothe, OH – A local man was arrested on December 13, 2024, after a reckless driving incident led to the discovery of suspected narcotics and allegations of driving under the influence. The arrest occurred on Western Avenue following a report of erratic driving behavior.

At approximately 9:00 PM, an anonymous caller reported a blue SUV driving recklessly westbound on Western Avenue. The caller reported that the male driver was swerving into oncoming traffic and appeared to be falling asleep at traffic lights. The caller, who remained behind the vehicle, was able to provide officers with a description and location.

Officer Jonathan Davis responded to the scene, quickly locating the SUV and making contact with the driver, identified as 34-year-old Ryan Graham of Chillicothe. After initiating a traffic stop, Graham consented to a search of his person. During the search, Officer Davis discovered a plastic bag containing an off-white powder in Graham’s sweatshirt, which, based on the officer’s training and experience, appeared to be narcotics. Graham reportedly told officers the substance could be heroin or fentanyl. A further search of his belongings revealed a folded dollar bill in his wallet, which also contained a powdery substance.

The Ohio State Highway Patrol (OSP) was called to the scene for assistance, and Trooper Chaffin performed Standardized Field Sobriety Tests (SFSTs) on Graham. According to the trooper, Graham showed signs of being under the influence of narcotics. Based on these findings, Graham was arrested on suspicion of driving under the influence and taken to the Ross County Jail.

Graham was issued citations for reckless operation (Citation 55355) and refusing chemical testing (BMV2255). He was informed of his court date, scheduled for December 16, 2024, at 9:00 AM. The vehicle was released to Graham’s mother, who responded to the scene upon his request.

The investigation into the narcotics remains ongoing, and further tests will be conducted on the substances found during the search. No further details were provided at this time.
