A joint investigation between the Scioto County Sheriff’s Office and the Federal Bureau of Investigations (FBI) has led to the arrest of two men from Rosemount, Ohio, on charges of pandering sexually oriented matter involving a minor.
Richard Joshua Dane Patrick Buck, 28, and Keith Ray Starrett, 32, both of 4594 Old Scioto Trail, Portsmouth, Ohio, were taken into custody on September 3, 2024, after detectives found evidence of child pornography and online discussions about sexual acts with children.
The investigation revealed that the men were using chat rooms to exchange and download explicit material involving minors. A search of their residence yielded two cell phones and led to the discovery of a stolen dog, which had been taken from a nearby residence without permission.
Buck and Starrett have been charged with six counts of pandering sexually oriented matter involving a minor, a felony of the second degree. Starrett is being held on a $120,000 bond, while Buck is being held without bond due to an existing probation order.
The case is ongoing, with additional charges expected to be presented to the Scioto County Grand Jury at a later date, including the theft of the dog. Authorities urge anyone with information to contact Detective Sergeant Jodi Conkel at 740-351-1091.
