The Ross County Grand Jury returned 13 of their 14 cases Friday, July 12th, 2024, with six open for release to the public. From testimony in the the grand jury in one of the cases, according to the Ross County Prosecutor’s Office:
Chillicothe — On June 6th, six or seven police officers were dispatched to a report of a disturbance at the Floyd Simantel Clinic of the Scioto Paint Valley Mental Health Center at 208 East Second Street.
Then, the Chillicothe Police were advised of a man standing at the corner of Bridge and Main streets, wearing blue jeans and a grey hoodie, carrying a bookbag…with blood on both of his hands and hoodie.
A police officer contacted the man and asked if he had used any narcotics, and the man said he had “smoked some weed.” The officer asked if he had used any harder drugs, and the man admitted he had “smoked something else” and asked if a drug test would be done.
31-year-old Samuel Joseph Brown, listed as homeless, was patted down and transported to the Ross County jail.
It turns out that he was sleeping outside the clinic. A patient there said that he was sitting in the sunroom when Brown forced open the door and started striking the patient in the face and choking him to the point of unconsciousness.
A clinic employee happened to check in on the patient, not knowing the assault had occurred. The patient woke up with multiple lacerations to the face, contusions, swelling, and bruises – and gave a description of his random assailant.
For indictments on first-degree felony aggravated burglary, Brown could get up to 11 years and $20,000 in fines.
For second-degree felony felonious assault, he could get up to eight years and $15,000 in fines.
Brown remains in custody in the Ross County Jail.
