Ross County Man Arrested for OVI was More than Twice the Legal Limit

Chillicothe, OH — A Chillicothe man was arrested early Sunday morning after police determined he was driving under the influence with a blood alcohol concentration more than twice the legal limit.

At approximately 2:30 a.m. on March 2, Officer Justin Tuttle conducted a traffic stop at the intersection of Adams Avenue and Jackson Avenue after noticing a blue 2003 Dodge pickup truck with expired registration. The driver, later identified as Jacob L. Woodfork, attempted to exit the vehicle but was ordered to remain inside.

Upon approaching Woodfork, Officer Tuttle detected a strong odor of alcohol and observed that the driver had bloodshot eyes, slurred speech, and impaired coordination. When questioned, Woodfork admitted to consuming 5-6 drinks at the Hardtail Bar before getting behind the wheel.

Woodfork agreed to perform Standardized Field Sobriety Tests (SFSTs) but failed to complete them. During the horizontal gaze nystagmus (HGN) test, he claimed blindness in one eye and stopped the test. He refused to complete the walk-and-turn test, stating he “could not imagine a straight line.” During the one-leg stand, he failed to raise his leg, citing hip pain.

Given his condition and failure to complete the tests, police determined there was probable cause to arrest Woodfork for Operating a Vehicle Under the Influence (OVI). He was handcuffed, read his rights, and transported to Ohio Highway Patrol Post 71, where he consented to a breathalyzer test. The test revealed a Blood Alcohol Concentration (BAC) of 0.205%, more than twice the legal limit of 0.08%.

As a result, Woodfork’s driver’s license was suspended for 90 days under an Administrative License Suspension (ALS). He was cited for OVI and expired registration and given a court date of March 7, 2025, at 9:00 a.m.

Woodfork was later released into the custody of his wife, who agreed to take responsibility for him.
