Chillicothe, OH – On April 2, 2024, law enforcement officers responded to a report of theft at Walmart, located at 85 Rivertrace Lane. Walmart Asset Protection associate informed dispatch about a bald male, wearing jeans and a black sweatshirt, who was seen pushing a cart containing unpaid items across the parking lot. The Associate noted that this was the suspect’s second cart, and he had bypassed all points of sale without attempting to pay.
Upon arrival, officers located the suspect matching the description in aisle 11. He was escorted to the Asset Protection Office, where the Walmart employee positively identified him as the suspect. The individual, identified as Scott Estep, was informed of his Miranda Rights, but he declined to provide any information regarding the incident.
Video surveillance footage revealed Estep placing several items into a shopping cart and leaving without paying for them. The total value of the unpaid items from the two carts amounted to $250.11 for a total of 13 items.
During the encounter, officers noted a strong odor of alcohol emanating from Estep. He exhibited signs of intoxication, including instability on his feet and difficulty forming coherent sentences. Consequently, Estep was cited for Disorderly Intoxication and served Summons number 11152.
Receipts for the stolen items were collected and stored for further investigation. Estep was placed under arrest and transported to the Ross County Jail. He is scheduled to appear in Chillicothe Municipal Court on April 3, 2024, at 09:00 am.
