Taylor Introduces Bill to Boost American-Made Car Sales Through Tax Incentives

WASHINGTON, D.C. – April 23, 2025 – Congressman Dave Taylor (R-OH-02) has introduced the United States Automobile Consumer Assistance and Relief Act — or USA CAR Act — in the House of Representatives. The legislation aims to incentivize the purchase of American-made vehicles by allowing consumers to deduct interest paid on their auto loans from their federal taxes.

The bill mirrors a Senate version introduced earlier this month by Senator Bernie Moreno (R-OH). Both versions of the legislation seek to support U.S. auto manufacturing, lower vehicle costs for consumers, and bolster domestic supply chains.

“Under President Trump’s leadership, Republicans are taking tangible action to prioritize American workers and consumers,” said Congressman Taylor. “Lowering the cost of purchasing an American-made vehicle will lead to increased sales of cars made here at home, supporting jobs and strengthening our economy.”

If enacted, the USA CAR Act would apply to vehicle purchases beginning January 1, 2025. To qualify, vehicles must have undergone final assembly in the United States.

Senator Moreno, a co-sponsor of the Senate version, emphasized the importance of reshoring auto manufacturing jobs. “For decades, the American auto sector has been devastated by bad trade deals and weak leadership,” Moreno said. “This bill ensures we support our own workforce while giving consumers a break at the dealership.”

In addition to making cars more affordable, the legislation is positioned as part of a broader effort to reduce reliance on foreign manufacturers and protect American supply chains.

The bill is expected to gain traction among lawmakers looking to strengthen U.S. manufacturing and appeal to working-class voters ahead of the 2026 midterm elections.
