Circleville – The city of Circleville has reached agreements with both former Officer Speakman and Jadarrius Rose over the K9 incident that occurred on July 4, 2023. When Rose who refused to stop his semi for law enforcement and ran through several counties before finally stopping in Pickaway County.
According to the City of Circleville, Mr. Roses’s settlement came at 225,000 dollars and would remove any further burdens or wrongdoing to the City. The city explained that Roses’s settlement was done through the city insurance company with no input or discretion from the city itself.
Former K9 officer Speakman has been negotiating with union representatives over the past month and just this week settled with this city. The agreement would bring K9 officer Speakman back but he will terminate his employment with the city on July 25, 2023. He would receive a lump sum payment of forty thousand dollars that would be paid by the city, and he would be able to purchase K9 Surg for 1 dollar. In the agreement, the city agreed to remove any termination from his personnel file.
K9 Surg who has had another hander before Speakman, is 6 years old and at the point of retirement.
In documents received by Sciotopost following the incident Circleville Police did not find K9 Speakman of excessive force, but terminated him for other reasons as stated in the Union grievance
