Three Women Arrested in Connection with West Portsmouth Shooting Investigation

Scioto County, OH – The Scioto County Sheriff’s Office announced on January 3, 2025, the arrests of three women in connection with the ongoing investigation into a shooting that occurred on December 28, 2024, in West Portsmouth.

Sheriff David Thoroughman stated that the case was presented to the Scioto County Grand Jury, which issued indictment warrants for two counts of Attempted Murder against the male suspects involved. The Grand Jury also added new charges for three females connected to the incident.

According to Sheriff Thoroughman, detectives and deputies tracked down and arrested two of the women, Chloe Williams, 23, and Hayley Will, 26, at an address on 311 D Noel Lane in West Portsmouth. A third woman, Torrie Woodrow, 21, was located and arrested at 902 Terrace Street in Portsmouth.

The three women were charged with two counts of Complicity to Attempted Murder, a first-degree felony; two counts of Complicity to Felonious Assault, a second-degree felony; and Tampering with Evidence, a third-degree felony. All three are being held without bond and are scheduled to appear in Portsmouth Common Pleas Court at a later date.

Sheriff Thoroughman commended the efforts of his detectives and deputies, who have dedicated many hours to ensuring the safety of residents in Washington Township and Scioto County.
