Traffic Stop Uncovers Drug Paraphernalia and Methamphetamine in Chillicothe

Chillicothe, OH — A routine traffic stop in Chillicothe on August 2, 2024, led to the discovery of illegal drug paraphernalia and methamphetamine, resulting in multiple citations for the vehicle’s driver.

While patrolling, an officer noticed a black 2010 Dodge Avenger with its high-beam headlights on, causing significant glare and impairing visibility. The officer initiated a stop on South Paint Street and identified the driver as Brian Carr Jr. A check revealed that Carr’s driver’s license was suspended due to unpaid child support.

The vehicle’s passengers included Bryan Sagle, Shauna Carr, and Briana Carr, all of whom voluntarily identified themselves. As the officer returned to the patrol car to check the occupants’ information, he was alerted by Officer Simmons, who observed Carr making suspicious movements inside the vehicle, suggesting he was hiding something between the driver’s seat and the center console.

The officer approached Carr and asked him to exit the vehicle. Once Carr was outside, he was questioned about the suspicious movements. Carr admitted to attempting to conceal a “rig,” a term commonly associated with drug paraphernalia. He was then advised of his Miranda Rights, which he acknowledged understanding.

A search of the vehicle revealed a black velvet bag containing a glass pipe with burn residue and a used syringe. Both items were documented and seized as evidence. Additionally, a black bag on the driver’s seat contained a crystalline substance, which Carr admitted was methamphetamine that he had purchased. The substance was photographed and will be sent to the Bureau of Criminal Investigation (BCI) for analysis.

Carr was issued citations for possessing drug abuse instruments and driving under suspension, along with a summons for possessing methamphetamine. He was also cited for failure to dim his headlights. Carr was instructed to appear in Chillicothe Municipal Court on August 9, 2024, at 9:00 AM to address these charges.

The vehicle was released to Bryan Sagle, the registered owner, and the other passengers were allowed to leave without further issues. The charges related to drug possession will be updated pending the results of the BCI’s chemical analysis.
