CHILLICOTHE, OH — December 16, 2024 – A high-speed police pursuit and arrest occurred late Monday evening following a dangerous encounter involving threats, firearms, and driving under the influence.
The incident began at 9:45 PM on November 18, 2024, when a man called 911 reported being harassed by another man while sitting in his car near Spirit Halloween on North Bridge Street. Moments later, a possible gunshot was heard, and the victium told police that the man harassing him had threatened to shoot.
A red 2023 Kia Soul—driven by Justin Lee, 37—was observed approaching his vehicle at a high rate of speed. Lee exited the vehicle, made threatening statements, and drove toward the officer’s patrol cruiser head-on. The situation escalated as Lee sped away with no headlights, weaving through traffic at speeds over 100 mph.
The police pursued Lee for 4.45 miles along North Bridge Street through light traffic and overcast weather conditions. The chase ended near the E. Main Street exit when visual contact was lost. Ohio State Highway Patrol and local law enforcement continued efforts to locate Lee.
Lee was apprehended by officers at a gas station near East Main Street. During his arrest, law enforcement discovered:
- A .357 revolver with five rounds of live ammunition and one spent casing.
- A strong smell of alcohol on Lee’s breath.
- An open container of alcohol in the front seat of his vehicle.
Lee refused sobriety tests and a requested urine test. He was placed into custody and transported to Ross County Jail, where he remained without bond. Police later confirmed that Lee had made repeated claims that the firing of the revolver was accidental during booking.
Justin Lee is now facing multiple charges, including:

He reported that Lee confronted him in an aggressive manner earlier in the evening, making derogatory comments before threatening him.
